Waste collections can follow actual container capacity rather than a fixed timetable. Drainage systems can issue alerts as water levels rise. Heating, ventilation and energy use in public buildings can change according to occupancy.<\/p>\n<p data-start=\"1326\" data-end=\"1518\">A mature digital city may therefore become less visible on the phone. A telephone report became an app submission without improving the repair process behind it. Separate departments commissioned separate platforms, leaving residents to understand an organisational structure that made sense only inside the administration.<\/p>\n<p data-start=\"2532\" data-end=\"2608\">The city appeared more digital while the service remained largely unchanged.<\/p>\n<p data-start=\"2610\" data-end=\"3086\">This created a particular kind of friction. Residents were expected to create accounts, remember passwords, permit notifications and learn which application handled which problem. A person travelling across a metropolitan area might encounter different parking, mobility and reporting systems in neighbouring municipalities. Those with limited digital skills, older devices or restricted data access faced an additional barrier to services that were supposed to become easier.<\/p>\n<p data-start=\"3088\" data-end=\"3275\">An application can be useful when a resident needs to make a choice, supply information or review a decision. It is less convincing when the city already possesses the data needed to act.<\/p>\n<p data-start=\"3277\" data-end=\"3565\">A smart waste container does not need a citizen interface to explain that it is full. A lighting system does not need a pedestrian to request greater illumination on an occupied path. A maintenance team does not need another report when connected equipment has already detected the fault.<\/p>\n<p data-start=\"3567\" data-end=\"3700\">The relevant measure is no longer how many services a city has placed online. It is how many unnecessary interactions it has removed.<\/p>\n<h2 data-section-id=\"1gb6tdd\" data-start=\"3702\" data-end=\"3768\">Public services can respond to conditions rather than schedules<\/h2>\n<p data-start=\"3770\" data-end=\"4069\">Much urban infrastructure still operates according to fixed routines. Waste vehicles follow predetermined routes. Lights remain active at standard levels. Maintenance takes place at scheduled intervals. Ventilation can increase when carbon dioxide levels rise and decrease when rooms are empty. Heating can respond to the actual use of a school or administrative building rather than one rigid daily programme.<\/p>\n<p data-start=\"4987\" data-end=\"5267\">Flood management offers a more urgent example. Water-level and rainfall sensors can detect pressure building within drainage systems, underpasses and waterways. The city can close a vulnerable road, activate pumps or issue a targeted warning before somebody encounters the hazard.<\/p>\n<p data-start=\"5269\" data-end=\"5468\">None of these services requires a resident to open an application. The interaction occurs between the physical environment, municipal systems and the people responsible for acting on the information.<\/p>\n<p data-start=\"5470\" data-end=\"5532\">The resident experiences the result rather than the interface.<\/p>\n<h2 data-section-id=\"1wimjr5\" data-start=\"5534\" data-end=\"5594\">Invisible services should not become invisible government<\/h2>\n<p data-start=\"5596\" data-end=\"5721\">The fact that a system can respond automatically does not mean every municipal decision should disappear into the background.<\/p>\n<p data-start=\"5723\" data-end=\"6051\">Adjusting a streetlight is materially different from deciding whether a person qualifies for housing assistance. Redirecting a waste vehicle is different from identifying somebody through a camera or predicting where police resources should be deployed. Errors may waste resources or reduce service quality, but they can usually be corrected without affecting a resident\u2019s legal position.<\/p>\n<p data-start=\"6389\" data-end=\"6640\">Decisions involving eligibility, enforcement, surveillance or access to essential services require a different standard. Residents need to know that automated processing is taking place, which information has been used and how to request human review.<\/p>\n<p data-start=\"6642\" data-end=\"6730\">A city should therefore distinguish between automatic operation and automated authority.<\/p>\n<p data-start=\"20566\" data-end=\"20673\" data-is-last-node=\"\" data-is-only-node=\"\">Smart cities have built enough digital front doors.
