Smart Cities Have Built Enough Apps. The Next Services Will Work in the Background

A broken streetlight should not need to wait for a resident to photograph it, identify the correct municipal department, download an application and submit a report. A waste container should not have to overflow before somebody alerts the city. Public transport information should adjust to disruption without requiring passengers to search through several interfaces for an explanation.

Cities have spent much of the past decade placing public services behind screens. Parking, permits, transport, waste collection and neighbourhood reporting have each acquired their own portals, accounts and notifications. The intention was convenience. The cumulative result is often another layer of administration transferred from the municipality to the resident.

The next phase of smart-city development is moving in the opposite direction. Sensors, connected infrastructure and real-time data allow a service to respond before a resident requests it. Streetlights can adjust to movement and ambient conditions. Waste collections can follow actual container capacity rather than a fixed timetable. Drainage systems can issue alerts as water levels rise. Heating, ventilation and energy use in public buildings can change according to occupancy.

A mature digital city may therefore become less visible on the phone. Its technology will sit in lamp posts, vehicles, buildings and control rooms, quietly altering how services are delivered.

This is a more useful ambition than producing another municipal app. It is also more demanding. Once a service works automatically, residents may no longer see when data is collected, which rules shape the response or how to challenge a decision that goes wrong.

The app became a substitute for service redesign

The first generation of municipal applications solved a genuine problem. Public administration was fragmented, opening hours were restrictive and information was difficult to find. Moving forms, payments and reporting tools online saved time for residents and reduced manual work inside city departments.

Many cities then mistook digitisation for transformation.

A paper form became an online form without removing unnecessary questions. A telephone report became an app submission without improving the repair process behind it. Separate departments commissioned separate platforms, leaving residents to understand an organisational structure that made sense only inside the administration.

The city appeared more digital while the service remained largely unchanged.

This created a particular kind of friction. Residents were expected to create accounts, remember passwords, permit notifications and learn which application handled which problem. A person travelling across a metropolitan area might encounter different parking, mobility and reporting systems in neighbouring municipalities. Those with limited digital skills, older devices or restricted data access faced an additional barrier to services that were supposed to become easier.

An application can be useful when a resident needs to make a choice, supply information or review a decision. It is less convincing when the city already possesses the data needed to act.

A smart waste container does not need a citizen interface to explain that it is full. A lighting system does not need a pedestrian to request greater illumination on an occupied path. A maintenance team does not need another report when connected equipment has already detected the fault.

The relevant measure is no longer how many services a city has placed online. It is how many unnecessary interactions it has removed.

Public services can respond to conditions rather than schedules

Much urban infrastructure still operates according to fixed routines. Waste vehicles follow predetermined routes. Lights remain active at standard levels. Maintenance takes place at scheduled intervals. Heating and ventilation run according to timetables that may bear little relation to actual use.

Connected systems make these routines more responsive.

Sensors in waste containers can indicate when capacity is approaching its limit, allowing collection routes to prioritise locations that need attention. Vehicles travel fewer unnecessary kilometres, while busy sites can be serviced before rubbish accumulates around them.

Street lighting can respond to daylight, weather and movement. A quiet path may remain at a lower level and brighten when a pedestrian approaches. Individual luminaires can report faults directly, allowing maintenance teams to replace components before residents begin submitting complaints.

Public buildings can adjust energy use according to occupancy and indoor conditions. Ventilation can increase when carbon dioxide levels rise and decrease when rooms are empty. Heating can respond to the actual use of a school or administrative building rather than one rigid daily programme.

Flood management offers a more urgent example. Water-level and rainfall sensors can detect pressure building within drainage systems, underpasses and waterways. The city can close a vulnerable road, activate pumps or issue a targeted warning before somebody encounters the hazard.

None of these services requires a resident to open an application. The interaction occurs between the physical environment, municipal systems and the people responsible for acting on the information.

The resident experiences the result rather than the interface.

Invisible services should not become invisible government

The fact that a system can respond automatically does not mean every municipal decision should disappear into the background.

Adjusting a streetlight is materially different from deciding whether a person qualifies for housing assistance. Redirecting a waste vehicle is different from identifying somebody through a camera or predicting where police resources should be deployed. The convenience of automation depends on the consequences of the decision.

Low-risk operational services are the strongest candidates for background automation. The system can optimise a route, detect a mechanical fault or adjust energy consumption within predefined limits. Errors may waste resources or reduce service quality, but they can usually be corrected without affecting a resident’s legal position.

Decisions involving eligibility, enforcement, surveillance or access to essential services require a different standard. Residents need to know that automated processing is taking place, which information has been used and how to request human review.

A city should therefore distinguish between automatic operation and automated authority.

Smart cities have built enough digital front doors. Their next task is to improve what happens behind them.
